Mission: To provide engineering and management oversight for the planning, design, permitting, bidding, and construction of City Capital Improvement Projects.

The division is split into five areas:

Facility Projects Manager – Jon Osterstock, P.E.  (239) 574-0464
Manages GO Bond Parks, Fire Capital, Police Capital, Parks & Recreation Capital, and Miscellaneous City Facility Capital Projects.

Design & Construction Manager – Robert Creighton, P.E.  (239) 242-3637
Manages Utilities Extension Project (UEP) and other critical Infrastructure Projects.

Traffic Engineering Manager – Pimolmas Tan, P.E.  (239) 574-0540
Manages the City’s transportation network to address safety and congestion concerns, intersection control, roadway improvements, sidewalk construction and other work within the public right-of-way. Conducts various traffic studies to analyze the operation of the City’s roadway system.

Registered Surveyor – William Nix, PSM  (239) 574-0713
Provides survey support to all City Departments.

Construction Management Support – Elizabeth Ellis (239) 574-0835
Provides construction management support to all projects, prepares Public Working Capital budget, and assists with financing.
