The Permitting Services Division is responsible for the administration, issuance, coordination, and reporting of all building permit activities for the City of Cape Coral. Acting as the primary customer interface, the Division oversees permit intake, application processing, document management, workflow coordination, and data tracking between applicants, plan reviewers, and inspection staff.

The Division also facilitates the registration of contractors with the City, ensuring they are properly entered into the City’s system prior to obtaining permits. This process supports accurate recordkeeping and helps streamline the permitting process for contractors working within the City.

The Division manages front-counter operations and provides comprehensive phone and email support related to permitting and contractor registration activities. It ensures applications are complete, accurately routed, tracked through the review and inspection process, and formally issued in accordance with applicable approvals.

The Division also prepares and maintains building, permitting, operational, Census, and other regulatory or statutory reports; issues and processes Certificates of Occupancy; and supports compliance with the Florida Building Code, City ordinances, and development standards.
While plan reviews and inspections are conducted by the Building Division, the Permitting Services Division ensures the permitting lifecycle progresses efficiently, accurately, and transparently from application submission through final approval.

Permitting Counter Hours

Monday – Thursday: 7:30 a.m. – 4:00 p.m.
Friday 9:30 a.m. – 4:00 p.m.

Apply for a Permit Online

All permit applications must be submitted through the EnerGov Self-Service Portal.

Applying online is the fastest and most efficient way to:

  • Submit permit applications
  • Upload plans and supporting documents
  • Track application status
  • Receive updates and corrections

Licensed contractors are required to apply online.

Beginning July 1, 2026, owner-builders are also expected to submit permit applications through the online portal as the City's standard process.

New permit applications are not accepted at the permit counter.

Need Assistance?

Customers who need help using the online portal may schedule a 30-minute appointment through the Virtual Line or visit City Hall to use a public computer station.

City staff can provide guidance with the online process; however, permit applications must be submitted electronically through the EnerGov portal.
