Customer Billing Services


Various assessments are processed through the Customer Billing Services Division.

For Utility Extension Project / assessment payoffs, please be advised annual installments are calculated during the months of August and September each year. Therefore, after July 31, the payoff balances provided herein are estimates and will be updated after the annual installment billing is complete. If payoff is made after July 31, an annual installment will automatically be billed on your property tax bill. Upon payment in full of both the annual installment (to the Lee County Tax Collector) and the remaining principal balance of the assessment (to the City of Cape Coral), the assessment will no longer appear on the tax bill.

Special Assessments
Special Assessments are one-time charges to property owners when their property (including vacant property) is serviced for potable (drinking) water, sewer, or irrigation water. Once any of these services are available, hook up to water and sewer lines is mandatory for all developed properties. Irrigation line hookup is optional.

Contribution in Aid of Construction
Contribution In Aid of Construction fees are one-time fees charged upon development when properties are not in an assessment area but have City services available (within 200 feet).

Per Ordinance 108-22, Contribution in Aid of Construction (CIAC) is calculated by determining the number of equivalent parcel(s) (EP) for the property.  An EP is 10,000 square feet and is the standard unit used in calculating the Line Extension Assessment.  The EP is calculated by dividing the parcel sq footage by 10,000 and rounded to the tenth.  This is then multiped by the most recently adopted UEP rates, in this case North 1 West, Res 69-23, Res 70-23 and Res 71-23.  The rates are as follows for each service where CIAC is due: Potable Water - $7,246.00, Wastewater - $13,330.00 and Irrigation - $6,041.00.    

This has a fifteen (15) year payment plan. The interest rate shall be established at the time of application and shall equal the current prime lending rate as published in the Wall Street Journal on the last day of the month preceding the application, plus one percent (1%) plus a one percent (1%) administrative fee.

Capital Expansion Fees, Water, and Sewer
Capital Expansion Fees are a one-time charge incurred when homeowners hook up to City water and sewer. These fees, plus a $10 lien fee, may be paid over a six-year term after zero percent, to any amount, down payment.  Billing occurs annually.
