Join The Line

For customers who prefer or are required to visit a customer service counter in person at City Hall, you can join the line remotely by checking in online, using the QLess App, or by texting between the hours of 7:20 a.m. and 3:45 p.m. See below for more information on each option.

Please note: If the estimated wait time exceeds our hours of operation (M-F 4:30 p.m.), you will not be able to check-in remotely until the following business day.

--> Choose which line option best applies to you, then "get in line" using one of the following methods (click for instructions): 

Line Options: (Select which line to join):

Customer Billing Services (Utilities, Assessments, etc.)

  • CBS Water Dept Customer Service - Choose this line if you want to open a utility account, have a question about your water bill or are inquiring about a leak adjustment. 
  • CBS Hardship – Choose this line if you want to apply for the hardship program.
  • CBS New Construction - Choose this line if you want to open a new construction utility account or have a question about a Tax Billed Assessment.
  • Utility Expansion – Choose this line if you want to apply for a utility connection permit or initial irrigation installation.
Building Permit Services

  • Express Permitting – Choose this line if you need assistance  with one of the following transactions: 
    • One Residential Trade Application 
    • Residential Pick-Ups
    • Extension
    • Schedule Inspections
    • NOC'S
    • Sub Fax Forms
    • Compactions
    • Final Drainage
    • Blower Door Tests
  • Owner-Builder Permits – Choose this line if you are an Owner-Builder
  • Permitting – Choose this line if you need assistance with applications, permits, etc.
  • Permit Pick-Up Only
  • Independent Permitting Services – This line is for Licensed Permitting Services only.

Other Line Options

  • Clerk Services - Choose this line if you need assistance with Records Requests, Pet Licenses, Domestic Partnership Questions, etc.
  • Housing/Mortgage Assistance
  • Licensing/BTR – Choose this line if you need assistance with your Business License
  • Zoning/Planning – Choose this line if you need assistance with Land Use Inquiry, Certificate of Use, Seating, or Tent or Sign Permits


Check-in Online:

After you click the link, you will be asked to:

  1. Enter your First and Last name and cell phone number, including the area code, then click Next.
  2. Select the correct Line (Line Options):


Check-in Using the QLess App:  
After you download (Android or Apple store) and open the QLess App, you will be asked to:

  1. Search for: City of Cape Coral
  2. Enter your First and Last name and cell phone number, be sure to include the area code, then Choose One (Required) to Select your Line.
  3. Select the correct Line (Line Options):
  4. Answer any additional questions specific to your line
  5. Click Confirm


Check-in via Text:
Text “Cocc front counter” to 239-232-3644

  1. Select the correct Line (Line Options):
  2. Text the line number you want to join. You will receive a message with your estimated wait time and another message when it’s your turn. You can also text: “S” to get a status update, “L” to leave the line, “M” to get more Time, or “H” for help

You will be shown your wait time and the number of people in front of you. You'll have In-line options to Get Directions or Leave the Line.


Get in Line at City Hall:
Go to the appropriate Customer Service counter on the first floor of City Hall, 1015 Cultural Park, Blvd, Cape Coral, 33990, with all the required information and forms for your needs. The counter is open Monday-Friday from 7:30 a.m. to 4:30 p.m.
