Drainpipe Replacement Program
The Drainpipe Replacement Program improves the City’s underground stormwater pipe system to reduce flooding and extend the service life of aging infrastructure. Improvements are accomplished primarily through pipe lining, with targeted full pipe replacement performed where pipes are structurally compromised or no longer function as designed. This approach allows rehabilitation of stormwater pipes while minimizing surface disruption to neighborhoods and roadways.
Pipe lining is a trenchless rehabilitation method that installs a new structural liner inside an existing stormwater pipe, creating a durable “pipe within a pipe.” By sealing cracks, joints, and deteriorated surfaces, pipe lining restores structural integrity, protects pipes from further deterioration, and extends their usable service life while reducing the likelihood of future failures.
How Projects Are Prioritized
Drainpipe rehabilitation projects are evaluated and prioritized based on:
- Pipe condition identified through inspections and maintenance
- Documented flooding history
- Maintenance and service request records
- Coordination with roadway or utility projects
