The Freida B. Smith Special Populations Center is a dedicated facility that provides a variety of programs and services for adults and teenagers with intellectual and developmental disabilities. Our mission is to promote independence in a safe and caring environment by offering experiences that foster growth, connection, and confidence.
This unique center is named after Freida Bell Smith, a pioneer in the field of special education in New York State. After retiring to Cape Coral with her husband Norman, Freida joined and volunteered in many community organizations. In 1979, when Special Populations first opened, Freida volunteered once a week, teaching through music. Her expertise in the field was invaluable and she will always remain in our hearts.
One unique job training opportunity for select participants enrolled at Special Populations is working at Pops Café in Cape Coral City Hall. Pops Cafe is open to the public from 7:30 a.m. to 1:00 p.m. Monday through Friday (except public observed holidays).
