The Permitting Services Division is responsible for the administration, issuance, coordination, and reporting of all building permit activities for the City of Cape Coral. Acting as the primary customer interface, the Division oversees permit intake, application processing, document management, workflow coordination, and data tracking between applicants, plan reviewers, and inspection staff.
The Division manages front-counter operations and provides comprehensive phone and email support related to permitting activities. It ensures permit applications are complete, accurately routed, tracked through the review and inspection process, and formally issued in accordance with applicable approvals. The Division also prepares and maintains building, permitting, operational, Census, and other regulatory or statutory reports; issues and processes Certificates of Occupancy; and supports compliance with Florida Building Codes, City ordinances, and development standards.
While plan reviews and inspections are conducted by the Building Division, the Permitting Services Division ensures the permitting lifecycle progresses efficiently, accurately, transparently, and is supported by reliable data from application submission through final approval.

Permitting Counter Hours
Monday – Thursday: 7:30 a.m. – 4:00 p.m.
Friday 9:30 a.m. – 4:00 p.m.
All permit applications are available online through the EnerGov Self-Service Portal. Applying online is the fastest and easiest way to submit your application and track its status.
- Registered contractors must apply online.
- Owner-builders may apply online or, if necessary, schedule a 30-minute in-person appointment at City Hall using our Virtual Line.
- Permits are not issued immediately at the counter.
Tip: In-person appointments are available only if necessary and may take longer than online submissions.
