General Information

The new construction area handles all utility permitting and ordering of services for UEP hook-ups, dual water and illegal connections.  In addition, they process applications for new water/sewer/irrigation services for new construction homes.

Contribution in Aid of Construction (CIAC)

Contribution In Aid of Construction (CIAC) fees are one-time fees charged upon development when properties are not in an assessment area but have City services available (within 200 feet).

Per Ordinance 108-22, Contribution in Aid of Construction (CIAC) is calculated by determining the number of equivalent parcel(s) (EP) for the property.  An EP is 10,000 square feet and is the standard unit used in calculating the Line Extension Assessment.  The EP is calculated by dividing the parcel sq footage by 10,000 and rounded to the tenth.  This is then multiplied by the most recently adopted UEP rates, in this case North 1 East, Res 296-25, Res 295-25 and Res 294-25.  The rates are as follows for each service where CIAC is due: Potable Water - $8,221.00, Wastewater - $9,607.00 and Irrigation - $7,710.00.

CIAC fees can be financed for a fifteen (15) year term, paid through the annual tax bill. The interest rate shall be established at the time of application and shall equal the current prime lending rate as published in the Wall Street Journal on the last day of the month preceding the application, plus one percent (1%) plus a one percent (1%) administrative fee.

Capital Expansion Fees

Capital Expansion Fees are a one-time charge for purposes of paying for a portion of the costs associated with construction and expansion of the city's plant facilities for providing utility service and reserving capacity in such facilities.  The impact fees are collected on the new construction permit for properties in the UEP prior to the SW6&7 expansion area (some exclusions may apply). 

Capital Expansion fees can be financed for a six (6) year term, paid through the annual tax bill. The interest rate shall be established at the time of application and shall equal the current prime lending rate as published in the Wall Street Journal on the last day of the month preceding the application, plus one percent (1%) plus a one percent (1%) administrative fee.

Utility Expansion Project (UEP) Connection

Once a UEP area has completed construction and has released for connection, the City will mail a certified Notice of Availability (NOA) to the property owner of record. 

Properties containing homes or businesses will be required to connect to the City’s potable water and wastewater systems when services become available. At the present time, connection to the irrigation system is mandatory in the Mid-Hawthorn Aquifer area. All properties in the project area must be connected to the new system within 180 days from NOA.

To connect to the Potable Water, Wastewater and/or Irrigation Services, you must complete and submit a Utility Service Extension Application to the City of Cape Coral Customer Billing Services. Applications are available online on the Applications page. You will be responsible for a meter installation fee of $325.00 along with a utility account deposit $225.00 (if applicable). You will need to contact a licensed plumber, or owner/builder if applicable, to permit and complete the new required service connections.

After connection to the Wastewater Service, septic tanks will no longer be needed. They do not have to be removed but they must be collapsed and abandoned. This work can be performed by the plumber. Currently, water wells can remain intact, but cannot be used as an irrigation water source.  A $100.00 Health Department fee will apply and be added to the permit.

Grant Program

The purpose of this program is to assist income qualified homeowners with the cost of connecting to City utilities when they become available. The funding is provided by the US Department of HUD Community Development Block Grant and is subject to availability.

Eligible homeowners will receive a one-time grant for the connection to the City’s water, sewer, and/or irrigation systems if they meet the following qualifications:

  • Must meet HUD income guidelines based on the income and assets of all residents in the household and adjusted on an annual basis. Calculated homeowner assets (as defined by US Department of HUD) cannot exceed $20,000.
  • The home must be the primary residence of the client.
  • Must have legal right to reside permanently in the United States.
  • The homeowner must be current on monthly mortgage payments and maintain homeowners and flood insurance (if applicable).
  • The homeowner may not be under contract with a licensed plumber to connect the property to City services. The City of Cape Coral has a contract with a licensed plumber to complete all grant connections.
